Takamul Project Overview

A goal-related civil service strategy will take effect from the second week of October. The new strategy is one of the pillars of the institutional performance management scheme (Takamul) which was launched last April, under directives from the wise leadership.

Deputy Prime Minister, Civil Service Council (CSC) Vice Chairman Shaikh Khalid bin Abdulla Al-Khalifa endorsed the blueprint whose goals will apply to ministries and government departments. He mentioned that the civil service strategy embodies the wise leadership vision of His Majesty King Hamad bin Isa Al-Khalifa.

“The strategy is a means to develop institutional performance, based on world-standard good governance practices, revitalize the national economy, bolster infrastructure, support knowledge, creativity and citizen-centered investment. the strategy aspires to enhance the standing of Bahrain to rank among the top twenty countries worldwide by 2022”, he said.

The Cabinet had tasked the CSC officials to draw up a Government civil service strategy, taking into account the current financial situation.

The strategy focuses on boosting productivity and high quality services, benefiting from cutting edge technology which provides innovative electronic solutions. The strategy aims at redrawing the role of the Government to improve services, promote project efficiency, boost productivity, strengthen discipline and avert duplicity.

Civil Service Bureau (CSB) Chairman Ahmed bin Zayed Al-Zayed said that a taskforce is implementing the second phase of Takamul project, adding that the experimental stage would be applied to ten government entities representing the infrastructure sector.
